The IEEE has made available the article ‘Division of Responsibility in U.K. Spectrum Management’ by Tony Lavender and William Webb
Since 2011, demand for spectrum has increased, and the economic contribution of spectrum will also have increased, but a linear extrapolation of the 2011 value to today may not yield an accurate result. This is due to incomplete consideration of the value of public sector spectrum use in the 2011 study and questions around the way in which the contribution of license-exempt spectrum is assessed. The U.K. Spectrum Strategy published in 20141 set an ambition for the contribution of spectrum to be double its 2011 value by 2025.
